The European experience of research assessment, which is reflected in the
fundamental documents of the EU, is presented. The results of a national survey on the
assessment of HEI research activities conducted by the Institute of Higher Education of
NAES of Ukraine are analyzed. The dichotomy in the context of assessment as a
process and as a result is characterized. The value principles of assessing the research
activities of universities in the context of open science are substantiated.
